乌干达的官方语言是英语。但是来到这个非洲国家--乌干达的游客发现，这里所说的英语和英式英语或美式英语都不同。乌干达式英语带有很浓的地方风味。例如，有人在小吃摊点了“rolex”（英文中指劳力士）是什么意思呢？通电话时“beeps”(英文中指“哔哔”)某个人是什么意思呢？

为了让外国游客在乌干达更自在的生活，语言学家伯纳德编写了一本小字典。对于那些有兴趣了解乌干达式英语，也称“乌式英语”的人来说，这本字典非常有用。
TherearecertainperiodswhenUgandanscoinwords.Andoneofthose(is)theelectionseasons.Youknow,therearepoliticiansherewhoseentirevocabularyalmostis‘Uglish.’Andtheyareverysuccessfulpeopleinthiscountry,whocannotactuallyuseStandardEnglish.SoatfirstIthought,youknow,whydon’tIactuallydosomethingaboutthisandlettheoutsideworldknowwhywespeakthewaytheydo?
在某些特定时期，乌干达人就要创造新词。其中一个时期就是选举季时。你知道，很多政治家，他们说的基本上都是“乌式英语”。他们是乌干达颇有成就的人。事实上，他们不会使用标准英语。所以，起先我就想，我为什么不就此做些事情呢？让外面的世界了解为何我们说乌式英语。”

他指出，在乌干达，从商人到高层官员，几乎人人都使用乌式英语。
Thereareover40languagesspokeninthiscountryandover60ethnicgroups.Soyoufindthat,youknow,everysmallgrouptakesuptheEnglishlanguageandmakeittheirown.Andyouendupwithaveryunique,somepeoplecall,strangevarietyofEnglish.
“乌干达有40多种语言，60多个民族。所以你会发现，每一个民族都会选择用英语作为他们自己的语言。然后就出现了各种各样奇怪而独特的英语。”
SowhataresomeofthestrangethingsUgandanssay?
那么乌干达人会说些什么让人摸不到头脑的话呢？
WhenaUgandanhasnotseenyouforawhile,likewearemeetingafteralongtime,thefirstthingItellyouisthat:youarelost.Itdoesn’tmeanthatyouareinawrongplace,itsimplymeans,Ihaven’tseenyouinawhile.’Andalsoyou’llfindthatweusetheword‘please’alot.You’llfindthatthewordpleaseisusedinverystrangecircumstanceswhereaforeignerwouldnotbeexpectingit.Forexample,Icansay,‘thankyou,please.’
“如果一个乌干达人很长时间没有见过你，就像我们好长时间之后见面，我对你说的第一句话就是：你丢了。这不是说你去错地方，这只是简单的指，我很长时间没见你了。”并且你会发现我们经常用“请（please）”这个词。你还会发现，“请（please）”这个词会用在很奇怪的语境里。一般外国人理解不了。例如，我会说，“谢谢，请。”

Man:UgandanEnglish....eh...itwouldmean...no,no,Idon’tknowreally.
路人一：“乌干达英语，它是指......不好意思，我真的不知道。”
Woman:You’relost,itmeans,incaseyou’vetakenlongtoseesomeone,itmeansyou’relost.
路人二：“你丢了。它是指，你很长时间没见过某人，就会说你丢了。
Reporter:Andwhat’sarolex?Man:Amixtureofchapattiandeggs.It’sjustchapattifried,Imeaneggsfriedandthenthey’rerolledinachapattitomakethatwholethingofrolledeggs.Itwasrolledeggs,buttheyjustmadeitrolex.
记者：“什么是劳力士（rolex）？路人三：“是指用薄煎饼和鸡蛋做的小吃。它就是指油炸薄煎饼，就是鸡蛋煎一下，然后把它们卷入薄煎饼中，让整个薄饼中都有鸡蛋，就是将鸡蛋卷进去，人们把这种小吃叫“劳力士”。
Reporter:Soithasnothingtodowithawatch?
记者：“所以和手表没关系咯？”
Man:Oh,no,no,no,nothingatall...
路人三：“没，一点关系都没有。”
BernardSabiitisaysUganda’spubliceducationsystemdoesnotdoenoughtoteachstudentshowtoreadandwriteinStandardEnglish.
伯纳德说乌干达的公共教育体系不完善，无法教授孩子们学习标准英语的读与写。
Inthecourseofmyresearch,Irealizedthatactuallythisisalsoaclassissue.Thisisaclassthing.Youfindthatthemiddleclasses,thepeoplewhohavealotofmoney,andtheysendtheirkidstotheseprivate,expensiveschools,wheretheirkidsaretoldtowhere,wheretheyhaveaccesstoreadingmaterials.
“在我研究过程中，我意识到这也是一个阶级问题。这就是个阶级问题。你会发现，中等阶级的人们有很多钱，他们将孩子送去昂贵的私立学校。那里孩子们可以接触到一些标准英语的阅读材料。
Youfindthatthosepeople,thosestudents,endupbeingabletospeakfarmoreStandardEnglish,thantheseoneswhoaregoingthroughthepublicschoolswhicharepoorlyfunded,wheretextbooksarenotenough.Becauseyouknow,oneofthereasonsisthatUglishisincreasingeveryyearisthatthereadingcultureisvery,very,poorinthiscountry.
你会发现那些人，那些学生，会说很棒的标准英语，比那些在公立学校学习的孩子说的好。因为公立学校资金缺乏，教科书不够。乌式英语逐年增加，其中一个原因是乌干达的阅读文化太落后了，真的太落后了。
AndthatmaybewhythereisapopularsayinginUganda,Ifyouwanttohideatreasure,hideitinabook.
这也是为什么在乌干达有这么一句俗语：“如果你想埋藏一个宝藏，把它藏在书里。”
Mr.SabiitidoesnotthinkUglishwilleverreplacemorewidelyacceptedformsofEnglish.ButhedoesthinkUglishwillgainafewmoreexpressionssinceUgandaispreparingelections.
伯纳德认为，“乌式英语”不会取代大众广泛接受的标准英语。但是，乌式英语还会增加更多表达自从乌干达开始准备竞选后。
